Well, coyotes kill millions of rabbits every year. Will coyotes ever evolve? Mongoose kill millions of birds every year. Will mongoose ever evolve?
Viruses kill millions of children every year. Will viruses evolve?
Evolution is not about morality.
How about, "Millions of sharks are slaughtered each year for their fins, so my question is-- will this senseless slaughter ever stop?"
Is this what you are asking?
My answer would be, it might. But the number of people in the cultures that approve of this is far greater than the number of people in the cultures that don't.

I think the question is will civilization evolve to a point where ethical considerations reduce the slaughter of wildlife. I think that history does point in that direction. The slaughter of buffalo and of egrets here in America was stopped in the nick of time. More recently the slaughter of baby seals was greatly reduced in Canada, and this year even Russia is going to do something to restrict their hunters. There are now advocacy groups worldwide which fight for species conservation, ethical treatment of animals, and humane use of animals.

If civilization continues to advance such slaughters will disappear. However, there is always the chance of a new Dark Ages if religious fanatics bring down civilization.

Shark attacks are on the rise. We need to put the fear into sharks so they stay away from our shores. And no, humans will never evolve.

3. Some people like shark fins. Some people find shark fins repulsive.
4. In certain countries it is illegal too buy shark fins
5. Shark fins are sold on black markets in certain countries
6. People can go to jail for killing sharks for their fins
7. Not all people will stop killing sharks for their fins
8. Some people will stop killing sharks for their fins
9. People will question why certain people kill sharks for their fins
10. Some people will ignore the criticism about their actives of killing sharks for their fins.
11. Not all sharks will be spared the fate of being killed for their fins

One can not tell from the logic whether more or less sharks will be killed for their fins. If people become more aware of the need for sharks in the ecology less will be slaughtered for their fins. If more people go to jail for illegally killing sharks less sharks will die. If more countries make it illegal to kill sharks then less shark may not die. If less black markets exist to sell shark fins then markets for shark fins will die.
