No.There was not really a Palestinian state 4000 years ago. States as we know them are a relatively modern concept. There were peoples in the region that was later known as Palestine. They were mostly nomadic tribes scattered across the land. There were some cities that could be dubbed city states. But there was really no concept of a Palestinian state, nation or people. And between then and now the region has been colonized by everybody from the Romans to the French.
The Palestinian state as we know it is a modern invention (20th century - 1988), the product of a claim of a common heritage and culture in reaction to the founding of Israel, foreign intervention, and military conflicts.

No. The only type of state at that time was the Kingdom. There were Kingdoms around but no Palestinians. Palestinians speak Arabic and are predominately Islamic, and are a relatively modern people. The idea of a Palestinian state is a very modern one. Most Palestinians were Egyptian (Gaza) or Jordanian (West Bank).
