I believe that since cannibalism is not a common practice, those who 'partake' are mentally or psychologically impaired in some way. They are able to put aside any remorse or disgust in regards to the practice. They may also like the shock-value they stir up and the attention they receive for being so radical in society. Or perhaps they are more evolved than most humans and regard eating another human's flesh as a means of survival or look at it as a practical way to get nourishment, just like an animal.
