It truly depends on the woman. The partner (male of female) can only participate. Some better than others. But ultimately what a woman (or a man) feels or calls pleasure is defined by them, not by anyone else.

Emotions play a large role in pleasure. The same physical act, without the proper emotions in play, can be very dull and void of pleasure. If a person chooses to feel more when using a device than when with a partner, that's a technique that they have learned or chosen that works well for them but it's not the ultimate experience possible.

It's not possible to group people into either/or categories. What brings a person pleasure one day may be different the next. I've heard convincing arguments that suggest masturbation actually cripples emotional intimacy, I've heard other equally convincing arguments that suggest that masturbation is essential to learning what pleasure is in the first place.

While I've learned that some women are reluctant to explore their sexuality when alone, that certainly isn't true for every woman.
