My boyfriend owns an independent film company in Sacramento; he uses Craigslist to find crew, especially makeup artists. The site is packed with talented makeup professionals that simply can't find a booth job in today's bloated market. The area they frequent the most is Gigs > Crew. Even though you aren't technically looking for crew, if you specify that it's a one-time consulting gig, you should receive plenty of offers. You should also post in the Creative Gigs section, and check the Beauty and Creative Services sections.
Another way to track down makeup consultants is by contacting salons and asking if anyone has stage makeup experience. I found this list of SF salons: http://www.matchpoint.com/find/Make-Up-Beauty-Consultants/in/San-Francisco/CA.
I also found two SF makeup artists during a general search. The first has quite the impressive resume. The second is far more affordable and her gallery shows a lot of experience in eye makeup, which is a very expressive way to develop a character for stage.

How can I find a stage makeup consultant in my area?
I'm developing a stage character and want to get some tips from a makeup consultant in what I can do makeup-wise to develop this character.

This wasn't a very helpful answer, surfsupl. I'm fully capable of using Mahalo or Google. Do you have anything to add to that? A more complete answer would be helpful... and probably get you some money.
