I can't say for sure, but I wager that the cylinders you've seen are ozone-producing deodorizers and sanitizers.
Here is a link to one that is larger than you describe, and usually used for horticultural purposes. If there is a small version for commercial hotel and gym usage, I was unable to find it. BUT that doesn't mean it doesn't exist!

Anyone seen the powerful air fresheners in hotels/fitness centers? They are cylindrical...usually on the floor. What are they called?
Many have probably seen these, but not paid attention to them. They look like cylinders (or rocket engines) and are about 6 inches high. They normally are in hotel lobbies or in gyms/fitness centers. Can't remember what they are called or where to go on the web to find them.
