I really don't know what kinda systems they use.
I have been using paypal for a long while and never had any problems, and you really don't need to contact paypal to make payments. Its quite simple.

More like a different reason this time.
Last time they had a faulty system.
I am not so sure what problem they had with their account that it took them long time.
Its not like they are doling out millions of dollars...
