Mahalo cashes out to paypal on the 15th should I wait till the 14th to see how much cash I exactly have before initiating the withdraw?

Right now I have X amount of M$.
If I select to cash out right now It gives me two options.
The full amount or a certain amount.

If I want to cash out my full amount.
Should I wait until the 14th to make sure it is the exact amount?

You need to cash out before the end of the month, in order to get the payment on the 15th the next month.
At the end of the month, you have two choices, cash out the entire amount you made, OR a fixed amount, which has to be less than what you earned so far. You cannot cash out 'future earnings'.

So any earnings in month x can be withdrawn before the end of month x, and will be paid out around the 15th of month x+1.

So I needed to cash out before the end of October to receive the money on November 15th.

And I need to cash out by November 30th to receive payment by December 15th?

Yes, that is indeed correct. Sadly, you missed the request deadline for the november payout, so you'll have to save up to an end-November request, and get your money right before Christmas!

if you reached 40$ in the starting of month then claim for it not wait for 14th .there are lots of people who claim for money and so it is better to claim first. although they pay everyone,there will be some verification procedure and all.

Well I am way over $40 and because my pages do very well I make 4-10M$ a day.
So If I select to cash out now wouldn't I miss out on the next money I will make in the next 8-10 days?

In order to get a payment on the 15th of the month you need to have requested the payment by the end of the previous month.

So if you cash out today (5th November) you wouldn't be paid until the 15th of December.

@Mithrandir and @psionandy are correct. If you want to get a payout of your Mahalo Dollars earned, you need to do so by the end of the month, and that payment will be processed on the 15th of the following month.
