Many questions in reference to countries can be categorized by travel, I would think, or perhaps geography. Other questions seems like would be "general", and wouldn't need to indicate a particular country.
But if the desire is to let people see who is from what country, like they might want to meet up with people from a particular country, then it might be a good idea. It depends on the purpose of labeling things.

Would categorizing questions and answers (or questioners and answerers) by country be a useful feature?

I don't see how it can make much difference, in general. The topic of the question is more important than where the person is from-unless the question is country specific--they want to know something that only applies to that specific country. Many questions in reference to countries can be categorized by travel, I would think, or perhaps geography. Other questions seems like would be "general", and wouldn't need to indicate a particular country.
But if the desire is to let people see who is from what country, like they might want to meet up with people from a particular country, then it might be a good idea. It depends on the purpose of labeling things.
