The site 'Mahalo' takes a 25% commission on all transactions. Therefore, when you reduce a single dollar by 25%, you'll see that dollar become $0.75
They use this commission to remain profitable and/or cover costs such as paying for: web hosting, web moderators, webmasters, etc.
They could change this percentage take, however since the site was initially released in December, they require a certain time to receive their 'breakeven point'. In addition, since the business model they've employed is recently new, it would not be wise to change the profit-split so soon or even make it variable depending on the number of users to the site.

Why is each Mahalo dollar only 75 cents?
Now that Mahalo answers is expanding rapidly, couldn't the value of on Mahalo dollar start being worth more than 75 cents?

Part of the reason they're expanding is that they are now funding questions when the asker doesn't, to the tune of M$0.25 each. That's going to add up pretty quick, and become effectively "free money" paid by Mahalo - so if anything, it is likely to drive the conversion rate down rather than up.
