The page limit is 2 for everyone. But any pages you owned up to the point when the limit was set are still yours to manage.
The "Request an Increase" button sends a message to the Mahalo staff. They review your current pages and decide what number of pages to give you.

Mahalo is adding a tip to all questions that don't offer a tip.
What's with this page management limit of 2? I understood it to be 20 for my belt. Requesting an increase doesn't do anything.
I thought of a couple of other pages worth trying but I'm over my limit since this new limit came up.

Actually this is a way to encourage people to try more pages.
The new system allows a new user of Mahalo to come in and build a couple really good pages. Then, they will most likely be rewarded with a higher number of pages to manage.
But the main reason for the change was that people with higher belt levels were not always doing a great job managing their pages.
The new system encourages you to do a better job, since that's the only way to get more.
