Each week you have a chance to submit a task for How To Rush Week. Your task is reviewed by a member of the QC Team and also looked over by the How To staff. If you have done a great job on your task (It is well written, has few mistakes, and follows all directions) then there is a good chance you may be asked to join the How To team. If the staff thinks you are not quite ready yet, then you will not be accepted to the team that week. If this is the case, you can try again by submitting a new task the next week.

A good how to will be thorough, well written, and factually accurate. QC-ers edit pages as part of the review, so you really can't compare two published tasks to see why one was accepted, and the other wasn't- as you won't be able to see the work the reviewer put into the finished page.
