Most of my followers are people I have made some sort of connection with. This is usually my friends from real life, but also people that I've helped on various online forums and such. Just get your twitter account name out there and more people will start following you

Also, the more you talk, the more people will be able to see what you have to say. Especially if you use #hashtags regarding popular subjects, people will often search the twitter public timeline for people who are talking about something that interests them. So if you're talking about your bracket picks, try adding #ncaa or #marchmadness to your message. Other people looking for interesting topics about march madness will search for #ncaa and find your message.
But really, the thing I have found that brings people over to follow me is just having conversations with people. If I'm talking with a friend, and a follower of my friend sees him/her talking to me, that person might follow me as well to join in on the conversation. The universe of people you talk to can expand dramatically like that.

unknown people follow a person on twitter. how do they get the lead? what attracts a person to follow another?

There are a few ways to get more followers. First, you can follow people and @reply to some of their messages. Eventually, they may strike up a conversation with you and follow you back. Also, the more you talk, the more people will be able to see what you have to say. Especially if you use #hashtags regarding popular subjects, people will often search the twitter public timeline for people who are talking about something that interests them.
