Typically marking an answer as helpful is not "voting", though in a few cases, such as a few of the Mahalo contest questions, the person asking the question requests users to mark "helpful" as a vote for the best answer.

But in most cases the person asking the question chooses the best answer and the "helpful answer" votes just help the person asking the question decide. If they do not choose a best answer, then it goes to the "Undecided Questions" category and users are able to vote for the best answer (not with the "Helpful" button, but with the "Vote as Best Answer" button)
