@shinju I love the idea but when I go to the question you have presented it looks like the asker of the question has selected "no best answer" because we cannot actually see that the question was voted on at all. I'm not doubting you or saying otherwise but that is what we see from this side.
I like your practice of voting no best answer with a higher standard than most and that you leave comments letting we the voters or those who have answered the question exactly why you have voted this way. Your transparency in voting is commendable.

It should take a little more work than, hey this person agreed with me! We would have 10 winners an hour easily.
also:
"hypnotherapy for smoking cessation, was helpful, yet not foolproof"
Did answer the question "Has anyone ever had any experience with hypnotherapy, for whatever reason?"
I personally would have voted that best answer. You are right it was not great, or above and beyond, yet I think it did answer the question above in a passable manner.
The question had two parts.
1) Has anyone ever had any experience with hypnotherapy?
2) for whatever reason?
The answer though sparse should be fine.
1) Has anyone ever had any experience with hypnotherapy (Yes)
2) for whatever reason (To quit smoking)
3) (the added detail was that "it was helpful but not foolproof)
It is a merit to not answer a question with 30 words when 10 will do.

Congratulations to @liviu1956 I am thrilled to find the spirit of Mahalo within the new user as well as the veteran. Doing good and being fair has always blossomed into a more positive and productive community in each one I have been a or currently am a member in, either online or otherwise. @shinju I love the idea but when I go to the question you have presented it looks like the asker of the question has selected "no best answer" because we cannot actually see that the question was voted on at all. The reason for acknowledging liviu1956 has less to do with agreement, and more to do with the fact that s/he voted "No Best Answer" on a question that s/he answered, as did five others.
I agree that there are times when short answers will suffice, but, for the most part, we should be encouraging more detailed answers. jeffhoard addressed this issue in a recent thread: "Sorry for the harsh, honest approach, but when I see inaccurate, un-sourced, short sentence answers being awarded best answer, I make it my duty to post these reminders."

I totally agree that an inaccurate, unsourced, short sentence answer is not deserving of a positive vote. The answer above was short, yet not inaccurate and it did not need to be sourced as it was personal experience.
Simply being short is a knock against it, but again that is was seperates a 3 star answer from a 4 or 5 star.
Voting no best on a question you did answer but did not like the answer, that does take guts, good one Liviu
