I doubt it will get you in trouble, but it's not really what Mahalo is for, and I'm not sure you'll really find matches here given the size of the active userbase, and how long questions stay visible.
I suspect there are probably much better sites to propose trades like that on.
Or you could just sell your unwanted DVDs on eBay and buy the ones you want for cheap there. It saves you having to find someone who just happened to have what you want, and just happens to want what you have.
PS Googling "DVD swap site" throws up stuff like this:

Is it OK to ask for a swap on Mahalo?
I thought about asking -
"I would like DVD X, I am willing to trade DVD Y or Z. Is anyone interested? Please reply below and send me your address in a private question"
Is this OK with Mahalo?

I was asked by one Mahalo staff member to take over certain page. I let her take it. As a staff member she was able to assign it to herself, without me being abandoning the page. So, if you can ask people to trade, and then contact a staff member with your request. Am I thinking correct?

I don't see what could be wrong with that. It's safer to trade things on Mahalo than on other sites, since you don't know much about that person. It could be added as an extra thing on Mahalo, but asking directly on here is also a good Idea. I would be willing to participate.
