I agree. But not only for questions. I have, in the past, tipped someone for an answer I particularly liked to a question I did not ask. Since the functionality exists to "Tip x for this answer" or "Tip x for this comment", why not allow us to give "change", as it were, rather than "bills".

The Mahalo Answers team has done several different trials with the tips since the site was started. The way things work now has been set up because it is what works best, based on those trials.

I would like the option to offer a 50 cent tip here, would you?
I am willing to answer 25 cent questions, I'd be even more willing to answer 50 cent questions! I could have posted Twice as many questions today if I'd been able to post them for just 50 cents.
(I posted 14 one dollar questions today, I could have posted 28 50 cent questions.)

I personally like the tips being set as full dollar amounts. This helps the community see what questions are most important to the members of Mahalo. I also believe that everyone's time is valuable so tipping under M$1 would under value the time of those that are willing to answer questions. I see your point as far as the tip offered for the best answer to a question. But I do think that tips given for non-best answers and comments should be more flexible.
For example, I asked for jokes for my birthday a couple of weeks ago. I offered a M$5 tip for my favorite response. I would have liked to have given a small tip to each of the other answerers as a thank you. I think there were about 12 answers offered, and giving each one a buck was just a little too much; 25 or 50 cents would have been more reasonable. Why shouldn't we be able to give smaller amounts for these sorts of tips?
