The first is the quickest and most straight-forward way. A person asks a question, and whenever they have received an answer that they think is the best, they manually choose it and rate it. The tip is then transferred to the person who answered best. Sometimes the best answer is chosen within minutes, sometimes the asker may wait up to 3 days to choose.
The other way is a bit more complicated. If someone asks a question and a best answer is not picked within 3 days, the question will go to voting. At this point, it is up to the community to decide on the best answer by voting. The voting period lasts 2 days, unless there is a tie. So, it generally will take around 5 days for a best answer to be chosen via this method.
