I disagree. I think leaders CAN eliminate dysfunction in the culture.
How do leaders change culture? BY EXAMPLE!
I've done some studies and have read in numerous books how the CEO or head of an organization drives the culture of that business. This can occur in any culture.

Leaders cannot eliminate dysfunctional elements in the culture. However leaders are expected to improve behavior. How does an effective leader improve behavior

Changing the culture of organisations is a big subject. There's no quick and simple answer that I can give you here. What's more, if you are in the position of wanting to change the culture in your own organisation, just reading about it will only be a limited help.A couple of good approaches to culture change are decribed here:

I read "Dancing with Elephants" and "Tribal Leadership" both good books. What is your opinion of leadership and culture?

I'm not sure what it is that you want to know. Can you say some more about that?
If you've read whole books about the subject, there's nothing I can tell you in a couple of lines that will add much to what you already know.
