how do i determine the percent value scale of a percentage scale? if 99%= 100% goal, how much is 100%?

i have to detemine how well a student did and how much he exceeded expectation. the quality expectation was 99%. (met the goal). but if they did better than that, how do i measure? if they got 99.5% accuracy, did they get 101% of goal?

Just divide the percent by 99. So if he got a 100%, then he got a 100/99, and therefore 1.01010101...*100 to turn it into a percentage and get 101.01010101010101. This works for all percentages.
