You can refute a fact when you are sure that the information given in an answer is incorrect. Use the "reply" button on the answer you want to refute. A box will open for your comment with a drop-down box above it: the default value of the button is "comment". Use the drop-down arrow and you will see "refute fact" and "add source." You may do either. The point is to give an accurate answer to the question. It's best if you add sources to strengthen the rebuttal.
