"helpful" votes are what will decide the winner of the tip.
There is no way to comment on a question, there are a couple users who have mentioned they would like this in the past, personally I don't think there is a need for a comment section on questions, there are very few cases when a question needs clarification.
During those cases there are 3 different things you can do.
1. DQ the user, tell them their question makes no sense and needs clarification.
2. Click the "report" button, if it's a grammar situation, we can help.
3. Ask for clarification within your answer, you can always add to your answer after you get clarification in the comment section, simply select "add source" in the dropdown.

There's no rules that every "answer" necessarily has to be a complete answer, and I doubt anyone would vote you "unhelpful" if your comment was on-topic and thoughtful. You probably won't get voted "Best Answer," but it's the best way to get the attention of the person asking the question, and if it's constructive, I can't imagine anyone having a problem with it.
And yes, as @jeffhoard noted, whichever submission receives the most helpful votes will win!

If that goes to Undecided, how many votes will it take to close the question?
Or does the asker mean it will go to whomever gets the most helpful clicks or what?
There is no way to comment on a questions without answering it, just noticed that.... wish we could discuss a questions, ask for clarification etc.. and THEN answer.. huh...

I'd really suggest just leaving an "answer" as a comment, provided it's an appropriate comment to share with the public. (If you have something personal you want to discuss with the person asking the question, that's probably better suited to a Direct Question). There's no rules that every "answer" necessarily has to be a complete answer, and I doubt anyone would vote you "unhelpful" if your comment was on-topic and thoughtful.
