I am not sure if there is an actual rule about asking questions in another language but I don't think you can. I don't think there are any questions on the site right now that are in another language.
If it were allowed, and you were to ask a question in another language, it would greatly reduce the number of answers you would get, if you got any at all. The site does cater for the English speaking world.
I am also not sure that it would be very feasible mixing in questions in another language with questions in English. It would make the site very messy and would ultimately end up annoying a lot of people. A better option might be for Mahalo to launch a separate site that caters for other languages. E.g a Spanish site.
All that being said, the site does attract members from all over the world.
Take a look at the stats for the site at alexa.com that shows where it's members come from.

Also, take a look at a question that was asked in January of this year by @Cherman about whether Mahalo will ever be in another language. No best answer was selected but the answers and comments are very interesting.

I think you would have a much better chance with French, Spanish, or German than Russian or especially Chinese.
Of course, I would take a shot at most, such as:
您如何看待我们的青岛啤酒认为呢?

Can we ask questions on this site with other languages? Like in Spanish, Chinese, or Russian?

I have seen attempts at asking questions in other languages. You might get an answer but it sure will reduce the odds of a good one! I think you would have a much better chance with French, Spanish, or German than Russian or especially Chinese.
Of course, I would take a shot at most, such as:
您如何看待我们的青岛啤酒认为呢?
