No, the ground-up re-write of iMovie for iMovie 7 did not include this feature. Altering the speed of the video was something added to iMovie 8 which is a part of iLife '09. If you have iMovie HD (6.x) still installed on your computer from iLife '06, it supported altering the speed of the video. Apple used to offer a download of iMovie HD on their site, but it was removed around the time iLife '09 was released.
I highly recommend upgrading to iMovie 8, it has several significant new features such as video stabilization, themes, and an improved editor.
