Time Machine does not offer backups of External drives like that, but you can use Do Something When and a little Apple Script.

I don't use a Mac day to day so I don't have one in front of me right now to test, but I am fairly sure Time Machine has a feature to do that, and if not you could write a cron scrip to do it.SilverKeeper might also be able to do it. http://www.lacie.com/silverkeeper/
