Why not? There's no problem with calling a girl. If she didn't give you her number, there are lots of reasons not just because she's not interested.

First reason is maybe the girl's shy. Not all girls have the confidence of giving a guy her number. Maybe she's waiting for you to get it yourself. But since you didn't ask for it, she thinks that you're not interested after all. She could also forgot about giving it to you...

There are other possible reasons out there. If you really like her, then go give her a call. You won't know what she thinks of you if you won't try right? Besides, you're the guy... Guys usually do these stuffs. ^^

Oh I see... maybe her number's new? Try contacting her. She'll see that you're putting effort to reach her and make her appreciate you even more and may get more interested in you. ^^

I don't think there is any harm in that at all.

As a matter of fact I called a girl I had previously dated about 5 years later who's number I had gotten from a mutual friend , just to hook up with her.

She was surprised to hear from me and we talked on for hours.

Found out she had a kid tho :-/

You can't win em all, but you can't win if you don't try!

Hey, this can be a tricky one.

The most important thing is to check if she is attracted to you first. If she doesn't like you then calling her unexpectedly is going to make things worse.

How can you see if she is attracted to you? Do not ask her directly. Instead you need to look at the signs she is giving you non verbally. What I mean specifically is that you need to listen to what she DOES not what she says
