Tickets have gone on sale. But because the first round began last week, they're almost all sold out. Go to the official webpage of the team you're into, and under "Tickets," there is usually a link to 2009 playoff info.
For example, the link to the Lakers' page is: http://www.nba.com/lakers/news/0809_po_tickets.html
I think for the second round, and subsequent rounds after that, there will be a lottery. Not sure if the days of waiting outside the box office all night are over, but I would guess so.
If you definitely want tickets to a sold out game and money isn't a problem, try stubhub.com. Huge markups, but they always have tickets and usually good seats to sold out games as well. Or Craigslist, but higher risk of getting ripped off.

Have the NBA Final tickets officially gone on sale?
I see some ticket exchange sites such as Stub Hub selling them already, but have they gone on sale yet? If so, where's the best place to buy them?

There a lot of ticket brokers online, like this site that is already offering NBA Finals tickets. As far as the best place to buy them, I would say find the lowest-priced ticket broker that promises good customer service in case you have a problem. Most of the reputable brokers online do a good job though.
