Remember that Karl Rove has a reputation for redirecting blame and attention. This statement was probably intended to implicate Pelosi is as guilty as the previous administration.
He has refused to appear before Congress when subpoenaed, claiming executive privilege. He is a protoge of a Watergate conspirator and has smeared numerous political adverseries. He has been implicated in the Valerie Plame and White House email scandals, admitted to a small part in the firing of U.S. attorneys for political reasons. He began his political career by using a false ID to steal official campaign letterhead from a candidate and using it to disrupt the candidate's rally by printing and distributing a false campaign flier ("free beer, free food, girls and a good time for nothing".)
In short, Rove is a documented lier and scoundrel, and his words should have little interest to people interested in discovering the truth.
