Where can I buy the best sushi in Tokyo?

The top hotel restaurant was the "Park Hyatt’s Kozue" which serves sushi "(such as jewel-colored cuts of fresh toro)" "(entrées, $100–$168)".
Also recommended was Roku Roku at the Grand Hyatt. For stand alone restaurants they recommended En (1-24-12 Shibuya Toei Plaza; 81-3-5648-6196) and Zarai Oita, which specializes in cuisine from the western Oita prefecture (2-2-2 Ginza; 81-3-3563-0322)."
but they did not mention whether these last three serve fresh toro or not.

Those 2 hotel restaurants were mentioned frequently - especially Kozue in other web discussion about best restaurants.
