I'll take his official bio and chop it up and rearrange it, with reasons for each, and commentary:

JAY NIXON is serving his first term as governor of Missouri. Garnering the highest margin of victory for a non-incumbent governor in 44 years, Nixon was overwhelmingly elected by Missourians as their 55th Governor on Nov. 4, 2008, to lead the state in a new direction.

1. Governor Nixon has put forward an agenda to make government more efficient, effective and responsive to the needs of Missouri families. As he did while serving in the state Senate and during his four terms as attorney general, Governor Nixon is reaching across the aisle to put Missouri families first.

He is committed to attracting the jobs of the future to Missouri -- During his first legislative session as Governor in 2009, Nixon successfully worked with the Republican-controlled legislature to pass his comprehensive jobs bill to put Missourians back to work in the face of a 25-year high in unemployment.
++I haven't read the actual legislation, but if it's aimed at bringing new businesses to Missouri and at putting Missourians back to work with the help of the opposing party, it's got to be worthwhile.

3. making health care more affordable
++ Being someone who is chronically ill, I can't I'd oppose that.

4. and placing a college education within reach for middle-class students.(in 2009,) The legislature also passed Caring for Missourians, an initiative by Gov. Nixon that will enable Missouri’s public colleges and universities to graduate an additional 900 professionals in high-demand health care fields each year.--(E)ven as other states were cutting funding for their universities and raising tuition by double digits, the Governor reached a historic agreement to freeze tuition rates for the 2009-2010 school year and keep funding for those schools stable
++knowing that a college education is now the new "high school diploma" (an educational must-have), I strongly support this.

5. The General Assembly also made permanent the reforms Gov. Nixon enacted during his first week in office when he opened up every license fee office in Missouri for competitive bid, a move that ended a decades-long system of political patronage.
++There are certain offices, for example, some locations of what is usually known as "the DMV" elsewhere, which are not actually operated by the Missouri Department of Revenue (MODOR). Believe it or not, some of the offices where we get license plates and license renewals are contracted out to various companies. Here's one near me, for example:

++Based on this legislative action I can only assume that the assignments of those contracts were found to have skipped some usual state-contract attaining process as political favors.

7. Gov. Nixon has made a strong public education system one of his chief priorities. During his first year in office, Missouri’s public elementary and secondary schools received a record amount of funding.
++I'm the father of a first-grader. 'Nuff said.

8. Prior to becoming Governor, Jay Nixon was elected to a record four terms as Missouri’s Attorney General, beginning in 1992. Inheriting an office tainted by scandal, Nixon restored integrity to the Attorney General’s Office by cleaning up corruption, cracking down on crime,

I haven't found the St. Louis data--I almost don't want to look--but statewide, e FBI tells me it's actually UP in almost everything except vehicle theft, burglary and arson.

Governor Nixon's Office maintains a unit of Constituent Services, http://governor.mo.gov/constituents/ and it is very responsive to constituents--I've heard back from them several times in the last year since he took office.

++I'm all for leaner, more efficiently run institutions. It works for major corporations; it should work for The State.

12.. As Attorney General, Nixon earned a reputation for taking on the toughest fights and winning. Nixon himself argued before the United States Supreme Court in Nixon v. Shrink, a landmark victory that reinstated Missouri’s campaign contribution limits and cleared the way nationally for campaign finance reform. His lawsuit against the big tobacco companies continues to collect billions of dollars for Missourians, and his settlements with the insurance industry and hospitals led to the formation of two of the largest health care foundations in state history.
++the man went to bat at The US Supreme Court on behalf of millions of Missourians to uphold state law and keep our government corruption-free. Talk about consumer protection...that's 5,987,580 consumers last year, according to The Census Bureau.. .How could I disagree with that?

++Here's a summary: "Shrink Missouri Government, a political action committee, and Zev David Fredman, a candidate for State office, sued Missouri's Attorney General, Jeremiah J. Nixon, challenging the constitutionality of a Missouri law that limited contributions to candidates for political office. The plaintiffs lost in the district court, but won at the Court of Appeals. The case then went to the Supreme Court...In a 6-3 decision, the Supreme Court upheld Missouri's limits on contributions to candidates for State office....Justice Souter noted that “there is little reason to doubt that sometimes large contributions will work actual corruption of our political system, and no reason to question the existence of a corresponding suspicion among voters.” There was no real evidence that the campaign contribution limits prevented candidates from raising enough money to communicate their messages to the voters."

13. One of Nixon’s most successful programs, Missouri’s popular No-Call List, has become a model for states across the nation to stop unwanted telemarketing calls.
++This one I really liked. It was easy--you dial into an automated system and enter your number--the lists are updated and sent to telemarketers often. There are penalties for violating Missouri's No-Call Law.

September 4: Nixon alerts political campaigns that federal law requires “robo-calls” to include identifying and contact information

June 16: Nixon obtains temporary restraining order against Georgia businesses over No Call violations

June 11: Nixon obtains $450,000 consent judgment against Police Protective Fund for telemarketing harassment of Missourians

June 6: Nixon's enforcement of Missouri No Call law tops $3 million milestone

April 4: Nixon obtains agreement with Florida business over No Call violations; telemarketer to pay $10,000 to state

March 25: Nixon’s latest agreement part of $382,000 returned to state in No Call court orders and settlements in last two months

March 10: Nixon obtains temporary restraining order against California business over No Call violations

March 5: Nixon agreement with St. Louis insurance company over No Call violations nets state $65,000

February 22: Nixon reaches agreement with New Jersey wireless service provider over alleged No Call violations

February 8: Nixon reaches settlement with Illinois telemarketer over No Call violations; state to receive $25,000

February 4: Nixon obtains order requiring Florida telemarketer to pay $80,000 for violating state No Call law

How does an ordinary citizen get involved like you in state politics and the issues?

State legislative structure and process is more efficient than federal process at reviewing and enacting laws. People want to know, how state legislation is affecting their family. The information must be presented in a simple and meaningful communication for people to remain interested. There are a new set of bloggers, who are reporting to state citizens laws that are affecting people.

One important issue affecting people in Missouri is illegal immigration. In contrast, Arizonia immigration laws have been called the strictest in the country. In Missouri, HB 1549 requires Highway Patrol and other officers to verify immigration status of the person arrested and inform the fed, if the person is found to be illegally in the country. The state assuming more of the responsibility reserved by the federal powers. HB390 ensures Missouri public institutions of higher education to not award financial aid to individuals to illegal aliens.

In 2007, HJR 7 was passed in Missouri designating English as the official language.

Ten issues governor support.
1. Employment- I agree jobs need to be created so people can support their families.
2. Energy- I agree with their plan to reduce energy consumption.
3..Health Care- I agree with their plan on universal heath care for everyone who needs it.
4. Transportation- I agree with their plan to change the bus routes so everyone will have access to buses
5. Subprime Mortgages.- I don't agree with their plan that everyone should refinance. Some people are better off selling their property.
6.Crime- I agree with their plan that is clearly against laying off police officers because of the high crime rates.
7.Education- I agree with their plan that is clearly againstt laying off teachers because of students poor test scores.
8. Environment- I agree on the plan to improving air quality and reduce the spread of asthma.
9. Pollution- I agree with the plan to ban all smoking in public buildings.
10. Toxins- I agree with the plan to use eco-friendly spray when spraying mosquito.
