I think military personnel are allowed to drink under the age of 21 on a base by base condition.

If your a bartender you can down to the age of 18. Again this is on a state by state case.

You can also carry/possess/drink alcohol in other countries where the age limit is different. This is because your not in any state and there is not a law against alcohol carry/possession/drinking at the federal level. The only Federal Act is a penalty for entire states for not enacting and enforcing the drinking age.
