Awful lot of questions for only a single buck man.
Well speed traps and stoplight violations do help law enforcement because they reduce the number off officers need to do routine work.

Typed confessions can be greatly useful especially in cases where little outside evidence can be found.

Dashboard cameras have definitely cost a few bad cops jobs. Actually tapes have greatly effected how cops even go about their business. Less two person patrol cars are used again driving down costs.

IF the footage is taken where your not guaranteed privacy I think it falls under the same rules as a photographer or journalist. Yes they can publish it. If it falls in the category of a integration room or jail cell then No I don't think it can or should be.

If your in public you have no rights to privacy basically think about the stars and paparazzi. If your in your own home or in custody then it's private.

No not all police records are open. They can't be juvenile for instance and anybody who has not been convicted for the most part.
