Technically, none, for two reasons:

1) Iran made the announcement voluntarily, and,

2) It was just the construction that was secret, not the operation.

If a country builds a facility like that in secret, and then makes an announcement 30 minutes before turning it on that such a facility exists, then legalistic hair-splitting makes that passable by international law.
