The essential characteristic of an income, estate, or gift tax is fairness. Specifically, taxes should be or have:

fair, progressive rates
understandable to the taxpayers
administered fairly
constantly evaluated to close loopholes and prevent unintended results
written by elected representatives, rather than the IRS
