After you get a home study, which costs around $500.00, and the home study is approved, you may qualify to adopt immediately, even if the child is in foster care. The first place to start would be an adoption agency, to see what children are available for adoption. You could get a home study done simultaneously, while completing the application for adoption. Within the country and in different states, the rules are similar. Out of the country, the rules are slightly different, but the home study rule stays the same. The adoption itself can cost anywhere from $5,000.00 to $30,000.00, and sometimes there is a fee waiver for some or all of the adoption fees.

The adoption agency will run a background check. They also require a verification of finances, and places of employment and residence. Your marital status and age factor in sometimes. Most adoption agencies won't adopt out to people over 55 years old. Some overseas adoption agencies require married couples under age 45 with no other children. In the United States, most adoption agencies permit single people to adopt.

You will need personal references along with your adoption application. There are many adoption agencies to choose from.

While the information in the first question is true, adoption policies will vary by the individual state. However, the process can actually be quite long and drawn out. For example, when my friend adopted, she was on the list for two years. (Insane considering the number of children in need of a home). The length of time it will take to adopt also will depend on the age of the child. Many people that must wait extended periods of time, are those who want infants. Contact your local or nearest adoption agency to find out exactly what is required. Although there are some standard practices, there are some individual ones between the agencies. Good luck, I hope you get a child soon.
