Is it legal to walk your parrot with no leash?

I can't find a leash law. However, that does not mean that your city ordinance does not require you to transport your bird in a cage.

If your bird were a falcon then the bird would need to be hooded and have a leather strap connect to his leg to prevent escape.

Since your bird is parrot and not perceived to be dangerous, you will probably need to have him caged while transporting by walking in a public domain.
