To buy ammunition in Canada it requires a fire arm license.
To buy ammunition from the USA depends on the states, in California for example, no permit or license is required to buy ammunition. But under federal law, it is ilegal to sell long gun ammuniton to anyone under 18, and handgun ammo to anyone under age 21.
