The Law depends on which theory your refering to.
There is 3 theorys of law.
Structural, Conflict, Symbolic Interaction.

Structural - the Law is there and serves a certain funciton , and that everyone is in agreence with that.

Conflict - The laws are created to serve the greater purpose of the class of the majority.

Symbolic Interaction - A sociological perspective that focuses on the dynamics of how people interpret social situations and negotiate their meaning with others.

Basically, This really depends on how one individual interprets the law. Its all opinion. In my own, i belive the Law does its best to faily manage disputes, but has to do so while taking into account of the damage done.
In theory, If i get hit by a car, break a leg by a drunk driver. The punishment should be the same as if i broke 2 legs. Although alot of cases are alot more serious, complex and .. well judges have their own opinions.
Then theres situations, where in the same situation a driver hits someone, and instead of breaking a leg, they get put in a coma. They get killed.
It all depends on the situation.

I feel they manage most cases to the best of their ability to keep it fair but, reality is this is very hard to.
