It is likely illegal as the words are all copyrighted and there is no fair use that allows one to make such a site. http://www.songmeanings.net/ is a likely legal alternative, because the song lyrics are used in order to facilitate comment and discussion, which is a transformative use. There is no case law directly on point - no lyrics websites have thus far been sued - but copying a copyrighted work without permission or exemption under fair use is illegal.
