I absolutely hate used car salesmen. My buddy was given a car to drive off the lot 2 sep times with each time no bank approved! Is it legal?

I briefly sold Hondas (9 months), new and used, for Autofair Honda in Manchester, NH and we let just about anyone take a test drive. Is that what you meant? As long as we had a copy of their drivers licence it was completely legal to do this.
It was not even a requirement that I went on the drive with the customer.
99% of the time I did not go with the customer, this was encouraged behavior.

Is it possible that a used car salesman sold they guy a car 2 times to take home and use. While they are waiting for the bank's loan approval. When the bank loan was rejected the car was jacked by the Repo guy.
Either we secured financing with one of our lenders (usually) or they secured private financing themselves and brought docs with them.
At Autofair we simply could not let a vehicle leave pending loan approval.
