Does a Library of Congress Copyright apply to Canadians?

In @jeffhoard's question here] @Igalatea suggests that you get a Library of Congress copyright to protect your plotlines while writing.

I am not American. Does this apply to me? If there is a Canadian version and I obtain one, do Americans or citizens from other countries legally bound by it? If I was to steal the plotline of an American who had one, would I be legally responsible?

Copyright is not a matter of where you are from as a person, it is a matter of where you want your material to be protected.

Most countries have their own copyright laws, Canada has its own. In addition there are international treaties, the main of which is the Berne Convention, which extent some protection internationally.

Canada and the USA both subscribe to to the Berne Convention and have bilateral treaties as well.

Canada does not have a registration process, nor is one required by the Berne Convention internationally. However, the US one is very handy and reputable.

So, to directly answer your questions. You may use the US Library of Congress if you wish. It will protect you in the USA and most other places. There is no Canadian substitute, under Canadian law you would have to give some physical substance to your plotline, for example a written outline, and store it somewhere. You are bound to respect US copyrights by virtue of the international treaties and conventions between the countries relating to copyright.
