Yes, all counties have a Sheriff. It is an elected position and is the highest law enforcement position in a county.

Any municipality that has its own police force will have a chief of police. There are some smaller towns that can not afford to have their own police force. These towns will fall under the jurisdiction of the county ie the Sheriff’s Office. The Sheriff’s has jurisdiction in the entire county including municipalities that have their own police force. A police department only has jurisdiction within the limits of their municipality.

A chief of police does not answer to the Sheriff. He would answer to the Mayor and City council. As the Mayor and Council members are elected officials there is an indirect accountability to the voters.
