If I understand your question correctly, you're asking, "Can patents protect a company and compete on price?" I would say it depends, it depends on the patent, and the competitive advantage that this patent provides for the product. If a company has a patent, they can sometimes charge whatever they please, as they know they are the only ones who can manufacture this product. They can even charge a premium for the product. With a patent, the company does not have to compete on price, they compete on competitive advantage. So, they can charge more than competing products, as this patent can be deemed unique.

Could a company patent a product than force all competitors trying to create a similar product, from creating the product by refusing to license for royalities?

Yes, a company can enforce a patent and get royalties from everyone who has tried to create a similar product. Patents are enforceable by law. I am not a lawyer, yet I know that patents are enforceable.
