No it is not legal to discriminate on any basis dealing with the Fair Housing Act. I done some work with FHA as something like a mystery shopper. This was done to see if there was any discriminatory acts being done.
"Fair Housing Act, 42 U.S.C. 3601 et seq., prohibits discrimination by direct providers of housing, such as landlords and real estate companies as well as other entities, such as municipalities, banks or other lending institutions and homeowners insurance companies whose discriminatory practices make housing unavailable to persons because of:
•race or color
•religion
•sex
•national origin
•familial status, or

Again I say it is not, however the FHA does not prohibit the manager from asking for documentation of your citizenship, but the law does protect potential tenant's if the manager is not asking every potentential tenant for this documentation.
For example he asks you for documentation, but doesn't ask other potential tenants. This is basis for discrimination. He must request this information from every applicant, not just some.
