According to the 9th Circuit, towing a car is a seizure which must be justified under the 4th Amendment. So, no, your car cannot be seized for failing to register and such. But it happens every day. If you'd like to spend $30 to $50 thousand dollars, get towed and then file a civil rights lawsuit in federal district court to enforce your rights.....
