I don't think they need to attract any more visitors by giving things away for free. I'm sure they give some percentage of their unbooked rooms to the big travel websites to help fill them at the last minute.
If the expensive places gave out free rooms it would make them look cheap and desperate.
If the cheap places gave out free rooms then people would wait and wait until they could get them instead of paying for rooms and the hotels would end up with less people.
The hotels have found their advertising strategies to be more effective than offering a few people a few dollars. If someone can't cough up the $75 for a cheap room, they probably aren't a big spender and the hotels wouldn't miss them very much. Advertising unlimited excitement, women, hot shows, and gamblers that always win on the other hand gets them the suckers they are looking for.
