Does Dell offer, by law, different customer service for people that reside in Texas? I was told this is true?

I was giving this information by a Dell owner, that interestingly doesnt live in Texas, and I am just trying to validate whether or not this is true.

I purchased my first Dell when I lived in Louisiana, and had fantastic customer service. Now, having purchased 2 in Texas, the customer service remains the same. Next business day service every single time.

That cannot possibly be true because it would be a regulation of "Interstate Commerce". Only Congress can regulate interstate commerce.
