In Consumer Reports latest magazine they rated their top 6 netbooks based on Portability, Ergonomics, Performance, Versatility, Display, Speakers, Battery life, Weight, and Features (Wi-Fi type, Memory Card Reaader, Built-in Webcam, and VGA video out).
They ranked them in this order:
Samsung NC10-14GB ($450)
Acer Aspire One A0D150-1165 ($350)
MSI Wind U120-024US ($350)
Asus Eee PC 1000H ($330)
Averatec Buddy N1030EA1E01 ($480)
HP Mini 1030NR ($350)
In my opinion all of these netbooks are basically the same, since they are all based off of the Atom processor. I have heard a lot of good things about the Asus Eee PC 1000HE in regards to battery life lasting around 7 hours even during full use. I'm holding out on a netbook purchase until June to see what Apple has up their sleeve.

Their review included four netbooks that are priced below $500, with the Samsung NC10 having the highest combined rating from CNET editors and users.
Prices are rather dynamic, and netbook features are somewhat comparable. It may be best to simply shop price. If $500 is your budget, look to buy the most netbook (most memory, battery life, SSDD / disk space) you can get for your money.

Dell's entry into the Netbook market means it's time to take these low-cost, low-power PCs seriously. The Inspiron Mini 9 is an excellent example of the form, if not radically different from the competition.
Lenovo IdeaPad S10 (White)

Lenovo's "me, too!" entry in the Netbook sweepstakes, the IdeaPad S10, gets the price and features right, but falls behind on battery life.
Samsung NC10 (white)

The Samsung NC10 is a completely average Netbook in every way, but we like its keyboard and love its long-running battery.
HP Mini 1000

HP may have arrived late to the consumer Netbook game, but by lifting the generous keyboard from last year's business-oriented model, the Mini 1000 easily joins the category's top tier.

I played with some netbooks in a shop, and the Samsung NC-10 was the most comfortable keyboard to use by quite a margin. If you're going to be doing much typing, even just emails, I'd go for that one.
