From the source...
"Southern slang.
When you have to relieve yourself outdoors, nothing makes better toilet paper than a few cotton bolls. And, if you're in high cotton (good cotton can grow as tall as 4 feet), you're in a good spot to reach over and pull off a couple.
The implied meaning is that things are going well for you, or that you have joined a group of elite folks."

Since Moving to the Deep South a few months ago, I have found many businesses with the term "high cotton" in their name.

Another definition is that cotton is very soft and feels good for wiping and because cotton can grow very tall, that term means that there is plenty of cotton to be used after a crap.
The sorce below is pretty good!

Where does the phrase "Shitting in high cotton" come from. What on earth does it mean?
The saying doesn't make any sense to me. Cotton plants have prickles that would hurt if one was partaking in such activities. Shitting in already harvested cotton would ruin the cotton.

A slightly different definition. From the source...

Considering that the alternative agricultural cleansing aid was likely a corn cob, the raw cotton may have not been too bad! :)

Actually, I'm not! It wasn't that long ago that toilet paper did not exist, and in some parts of this world it still does not. I recall my grandfather talking about using "other items" in the outhouse, and my parents recall using pages out of the old Sears Roebuck catalog. Amazing, eh?
"In many parts of the world, especially where toilet paper or the necessary plumbing for disposal may be unavailable or unaffordable, toilet paper is not used. Cleansing is then performed with other methods or materials, such as water, for example using a bidet, rags, sand, leaves (including seaweed), corn cobs, animal furs, or sticks."

There is both the term "high cotton" and "low cotton" with a slightly different view point from urban dictionary. http://www.phrases.org.uk/bulletin_board/35/messages/849.html

You can also say "Walking in high cotton" if you want a cleaner version. It means things are going very good for you. Think of a cotton farmer. The taller the cotton grows the better his harvest will be therefore walking through tall cotton is the idea situation.

It is a southern term "we got it made" this means that they have enough cotton that is high enough for them to take a crap in and be hidden. Another definition is that cotton is very soft and feels good for wiping and because cotton can grow very tall, that term means that there is plenty of cotton to be used after a crap.

the first bit makes perfect sense, but freshly picked cotton isn't really soft and wouldn't feel good for wiping. eeeps.

As a southern girl, I can confirm what everyone else has said here: it is a phrase that means you are doing well and you have got it made. I hear it more often as "walking in high cotton." There is even an Alabama song of that name that explains the phrase pretty well. http://www.youtube.com/watch?v=bKgD3uiw0pg
