As I understand it, it's a political term that means that voters go after a politician that has been exposed as either a cheater or sexually promiscuous, but then vote for him out of envy. That's according to an article in the Palm Beach Post (included here).

However, I've seen some other people use the term to refer to an outrage amongst the redneck community toward varioius current events, particularly that of the election or illegal immigration.
